A municipal employee is a citizen who, in accordance with the procedure established by municipal legal acts in accordance with federal laws and the laws of a constituent entity of the Russian Federation, performs duties in the position of a municipal service for a salary paid out of the local budget [3, p.1].

Municipal service is the professional activity of citizens, which is carried out on an ongoing basis in positions municipal service replaced by concluding an employment contract (contract).

An important component of the professional competence of municipal employees of the Belgorod Region are ethical principles and rules of official conduct of municipal employees of the Belgorod Region: employees of municipal authorities interact directly with people and must meet the public's expectations regarding their professional activities. In order to maintain and protect the authority of the municipal authorities of the Belgorod Region, each municipal employee, within the framework of personal responsibility, must comply with the requirements of such standards of conduct that correspond to their status.

The moral culture of state and municipal employees is realized through their behavior in professional activities. Therefore, the culture of behavior of employees should have not only internal socio-psychological regulation - through individual value orientations, but also external - through the rules and norms of behavior, especially in the process of performing official activities.

The basic principles of official behavior of municipal employees are the basis for the behavior of citizens of the Russian Federation in connection with their presence in municipal service [1, p. 8].

Municipal employees, aware of their responsibility to the state, society and citizens, are called upon to:

  • Perform official duties in good faith and at a high professional level in order to ensure the effective work of the city administration;
  • Proceed from the fact that the recognition, observance and protection of human and civil rights and freedoms determine the main meaning and content of the activities of municipal employees;
  • Carry out their activities within the powers of the administration of the city of Belgorod;
  • Not to give preference to any professional or social groups and organizations, to be independent from the influence of individual citizens, professional or social groups and organizations;
  • Do not use your official position to influence the activities of local self-government bodies, organizations, officials, municipal employees and citizens when solving personal issues.

Code of Ethics and Official Conduct of Municipal Employees of the Administration of the City of Belgorod regulates the basic principles and rules of official conduct of municipal employees.

This code provides that municipal officials, being aware of their responsibility to the state, society and citizens, must fulfill their duties in good faith.
Municipal employees of the Belgorod Region are prohibited from giving preference to professional or social groups and organizations, to be independent of the influence of individual citizens, professional or social groups and organizations. Municipal employees are obliged to comply with the restrictions and prohibitions established by law, to fulfill obligations related to the passage of municipal service, as well as to observe impartiality, excluding the possibility of influencing their official activities by decisions of political parties and public associations.
The inalienable task of a municipal employee is to show correctness and care in dealing with citizens and officials, as well as to show tolerance and respect for the customs and traditions of the peoples of Russia and other states.
A municipal employee is obliged to avoid conflict situations that may damage his reputation or authority, and an employee must also take measures prescribed by law to preventing the emergence of a conflict of interest and resolving cases of conflict of interest.

The most important indicator of management culture is professional ethics and business etiquette. Professional ethics a set of certain moral obligations, principles and norms of behavior that are implemented in the relationship of employees in the process of work. It is designed to instill moral principles and rules of duty, honor, educate a person. Municipal officials should be aware that a code of ethics should be the benchmark, so they should be demanding about themselves [2, p. 18].

Municipal employees must remain independent from the influence of professional or social groups, as well as financial factors, to observe political neutrality and the norms of professional ethics.
