At the moment, in the context of reforming the political system of the country, the increased need to increase the quality of state and municipal services, any government or local government body faces the task of increasing the efficiency of its activities, which directly depends on the level of personnel management.
One of the most important directions in the field of state building is the creation of a highly efficient system of state and municipal service. This system, as a whole, is inextricably linked with the entire system of state and municipal government. As a prerequisite for strengthening Russian statehood, increasing the authority and effectiveness of the government. Against this background, ethics and official behavior play a special role in the work of municipal officials, which is regulated by legislative acts, in particular, the "Code of Ethics and Official Conduct of Municipal Employees of the Administration of the City of Belgorod" [1] dated September 19, 2018 No. 990.
Professional ethics or ethics and service behavior is a set of moral norms and duties that determine a person's attitude to his professional duty. Professional ethics is designed to regulate the relationship of workers that develop in the process of work. In addition, this concept implies a certain psychological and ideological orientation in the production and labor sphere.
Ethics is a connecting link that unites the principles, norms of morality and ethics, ensuring compliance with professional standards, requirements specific to a certain type of activity.
The emergence of the first holistic professional charters and codes, which established the conditions and nature of work, dates back to the time of the artisan division of labor and the creation of medieval workshops in the 11th-12th centuries. Over time, the established standards and norms of professional conduct are enshrined in codes, charters, instructions, which, depending on the field of application, are developed at various levels: at the level of a firm, enterprise, organization, at the industry, regional, international levels.
Professional ethics determine the behavior of employees. Depending on the type of activity, it is designed to integrate the norms and principles of work of a similar nature. This value system occupies a special place in areas where a person is an object of professional activity, constantly interacting with the outside world, thereby influencing it (the ethics of a teacher, a doctor). Taking into account the individual characteristics of employees, ethical relations are based on public opinion and traditions that do not contradict moral norms and established values.
A special place is given to the role of municipal employees, whose activities are of a state nature, since they are representatives of power and exercise power. They are endowed with these powers to protect the interests of society, the state and its citizens.
"Code of Ethics and Official Conduct of Municipal Employees of the City Administration of Belgorod" dated September 19, 2018 No. 990 was approved in order to ensure the conscientious and effective performance of official duties by municipal employees of the city administration, to form their sustainable anti-corruption behavior, based on the Model Code of Ethics and Official Conduct of State employees of the Russian Federation and municipal employees, as well as assistance in strengthening the authority of municipal employees, citizens' confidence in local self-government bodies of the urban district "City of Belgorod" and ensuring uniform norms of behavior for municipal employees
This Code was developed in accordance with the main provisions of the Constitution of the Russian Federation [2], Federal Laws of December 25, 2008 No. 273-FZ "On Combating Corruption" [3], of March 2, 2007 No. 25-FZ "On municipal service in the Russian Federation"[4], the Model Code of Ethics and Service Conduct of Civil Servants of the Russian Federation and municipal employees[5], the law of the Belgorod Region of September 24, 2007 No. 150 "On the peculiarities of the organization of municipal service in the Belgorod oblast”[6], other normative acts containing restrictions, prohibitions and obligations for municipal employees, and is also based on generally recognized moral principles and norms of Russian society and the state.
The text of the Code contains a list of the basic principles of professional professional ethics and the rules of official conduct, which must be followed by citizens entering the municipal service in the administration of the city of Belgorod, regardless of the position they replace; a set of rules for anti-corruption behavior of a municipal employee. In addition, the Code is aimed at increasing the efficiency of municipal employees' performance of their official duties and the formation of moral principles, as well as respect for municipal service.
Leaders and specialists of local self-government bodies must have certain qualities, knowledge and skills that correspond to the tasks, nature and content of the municipal service. Ethics is one of the main qualities necessary for a municipal official in his professional activity to successfully fulfill his duties.
Thus, ethics and high qualifications should be the basis for the professionalism of a modern Russian municipal official. It is quite obvious that if an official knows his job well, shows composure and efficiency in the performance of his duties, his work is appreciated by the population and thereby supports the authority of the entire system of local self-government bodies. The formation of democratic structures of civil society requires qualified personnel potential, which is impossible without a scientifically grounded personnel policy. However, according to leading experts, there is no such state personnel policy in Russia yet. On the whole, it becomes obvious that the staffing of the sphere of management and power relations is beginning to play a decisive role in solving a wide range of current and future problems of the development of Russian society. In the conditions of market relations, the principles of ethics become decisive.
